Jessica Rebarber

Jessica Rebarber is a member of Dentons’ Capital Markets practice. She represents Wall Street institutions, mortgage lenders and servicers, hedge funds, private equity funds, private student lenders, consumer reporting agencies, marketplace lenders, online lending platforms, i-buyers, innovative FinTech companies, and other financial services institutions in regulatory matters across the United States, including matters related to the Consumer Financial Protection Bureau. Jessica is also involved in associate mentorship and previously served as Co-Chair of the Dentons US Associates Committee.

Jessica provides in-depth and efficient counsel to clients regarding regulatory, enforcement, and compliance issues relevant to federal and state consumer and commercial financial protection laws and regulations, including structuring innovative financial products and services within existing regulatory frameworks. Jessica’s subject matter expertise includes, but is not limited to:

  • Truth-in-Lending Act;
  • Real Estate Settlement Procedures Act;
  • Fair Credit Reporting Act;
  • Equal Credit Opportunity Act;
  • Unfair, Deceptive or Abusive Acts or Practices;
  • Home Mortgage Disclosure Act;
  • Gramm-Leach-Bliley Act;
  • Fair Debt Collection Practices Act;
  • SAFE Mortgage Licensing Act; and
  • State licensing and foreign qualification requirements.

Jessica also regularly advises clients on regulatory issues pertinent to federal and state regulator expectations, including obtaining and maintaining requisite approvals and licenses.  These regulators include, but are not limited to, the Department of Housing and Urban Development/Federal Housing Administration, Fannie Mae, Freddie Mac, the Department of Veterans’ Affairs, Ginnie Mae, and various state banking regulatory authorities.  Jessica also regularly assists clients in creating and maintaining compliance management systems that meet federal and state regulatory expectations.

Prior to joining the firm, Jessica was employed in the financial institutions regulatory practice of a mid-sized firm, representing various financial institutions with an emphasis on mortgage banking regulation and enforcement.  Jessica also clerked for Judge Lawrence F. Rodowsky on the Court of Appeals of Maryland and Judge Charles Moylan, Jr. on the Court of Special Appeals of Maryland.
